Abstract

Mountain village economies are predominantly characterized by their structural vulnerability, geographic isolation, and high dependence on natural resources. Among these resources, forests play a fundamental role in sustaining the daily subsistence and economic vitality of rural households. This paper investigates the intricate relationships between community forestry governance, resource access, and livelihood stability within these unique economic contexts. By examining how local institutional arrangements dictate the allocation, utilization, and management of forest products, the study provides a comprehensive analysis of the mechanisms through which decentralized governance models influence household economic resilience. The research conceptualizes resource access not merely as physical proximity to forests, but as a complex bundle of rights mediated by social, political, and institutional factors. Employing a detailed theoretical framework and comprehensive qualitative and quantitative synthesis, the paper demonstrates that robust community forestry governance significantly enhances livelihood stability when equitable resource access is structurally guaranteed. Furthermore, the analysis reveals that power asymmetries and elite capture within village governance structures can systematically marginalize vulnerable populations, thereby undermining overall economic stability. Ultimately, this study offers critical insights into the pathways through which institutional design can be optimized to foster sustainable rural development, poverty alleviation, and ecological conservation in mountain regions.
